Administrative staff refers to those staff members within the prison who are charged with the responsibility of controlling keys and weapons as well as overseeing the visitation of the inmates at times (Bonta & Paul, 1995). Custodial staffs on the other hand are those staff whose sole responsibility is toengage themselves in the management of the population of the prisoners (Carroll, 1974). Finally, the program staffs are those staff in correctional institutions charged with the responsibility of motivating as well as encouraging inmates to involvethemselves actively vocational, treatment as well as educational programs, which exist in prisons(Bonta & Paul, 1995).

The ability to control the key ensures the inmates have access to several services in case they need such services. These services may include access to medicine, toilets, food and hygiene in general. In addition, weapon management of administrative staff within prisons ensures safety to both the prison staff as well as the inmates themselves. Overseeing of the inmates’ visits at prisons ensures the concern the staff particularly to those inmates who are usually not visited for the prisoners as well as helping in time management during such visits.

Custodial staff role is also very important in these institutions. Their responsibility to control population of prisoners is important in a number of ways. First, it helps reduce congestion in prisons, which would otherwise seem dangerous in terms of disease infections among others(Carroll, 1974). Carroll (19774) further indicates that population control also assists to improve the quality of services offered to the inmates including facilities.

Finally, the program staffs’ role is also crucial. Their ability to encourage the inmates to access health facilities ensures the inmates are healthy and are healthy while the inmates are serving their terms. Secondly, encouragement to vocational programs such as carpentry, plumbing, electrical installation ensures the inmates particularly those with no profession have a source of livelihood at the end of their jail terms. Thirdly, motivation towards educational programs at the prisons ensures continuity of education to those inmates who were going on with their education at the time of prosecution.
